Logically, the order should be base styles (and .js) and then additional
(complimentary) assets.
Really, if the additional assets cause problems by overriding base assets
then it is the fault of the extension developer in that there styles are
too generic. They should either not add in their own assets (very possible
now with the JUI assets available in core) or allow them to be disabled.
