Assuming we do want to participate, by March 10 we should (1) sort out
who will be the program administrator(s); (2) have a list of proposed
projects going on the Wiki; (3) start recruiting mentors; (4) make a
"preview" announcement? Here is a link to the 2010 timeline:

Last year's program was successful in that we sponsored 18 projects of
which 16 completed successfully. Two things I think we can improve on
from last year are: (1) developing a better list of proposed projects
and (2) figuring out how to incorporate more of the GSoC code into
core.
On the proposed project list, if we start working on this now (instead
of the last minute), we hopefully can come up with a great list that
meshes will with the overall project goals for the GSoC time period.
As far as incorporating more GSoC code into core, the new development
cycle will help. Also, along with the new development cycle, we could
consider the idea of officially supported Joomla! extensions.
So, (1) who wants to be a GSoC program administrator? (2) Should I
create the wiki page for starter proposals?
