Proposed Release of 1.5.14 on Thursday, July 29

Hi everyone. Mark and I wanted to let you know that we are proposing
to do a quick-turnaround release of 1.5.14 this Thursday.

As you may know, there were two somewhat serious bugs in 1.5.13
(http://joomlacode.org/gf/project/joomla/tracker/?

http://joomlacode.org/gf/project/joomla/tracker/?action=TrackerItemEdit&tracker_item_id=17323).
Because of the security issue in 1.5.12, which is now public, users
right now either need to stay on 1.5.11 or upgrade to 1.5.13 and
manually apply patches to fix these issues.

The purpose of the proposed release is to correct just these 2 bugs.
To minimize the chances of new errors, we do not plan to release any
other bug fixes for 1.5.14.
