Personally, I don't think it is worth the effort to go through
joomlacode and scrape out the 1.0 projects. Additionally, unless there
are performance improvements to be had from culling the ranks of the
projects there, I don't see any particular need. I can see the logic on
extensions because that is an 'advertising' space, but joomlacode is
just a repository. It isn't really meant for sorting or browsing - it
just holds people's code.

Just thoughts though.

What about the approval of new projects? Should be consider limiting that to 1.5.x and above?

I don't really see the need.  I personally think the criteria for use of JoomlaCode should be that the project should be GPL (or compatible) and that it should be written on/for the Joomla platform.  I'm not sure I see the need (or that we have the ability) to police the versions on a system where code base volatility is as high as it is with something like JoomlaCode.

At the end of the day I am happy to be supportive of whatever decision the JoomlaCode admins decide upon but I wouldn't want to be the one applying any pressure to make things more difficult than they are given the really low return on investment I see in that.

I'm much the same as you Louis..

Robin, as a JCode admin might be the best person to wait to hear from.

I'm not in favor of only approving 1.5 projects, simply because people
only state there project name and description when they register. Hardly
no versions mentioned, which would mean we had to reject a lot, and let
them re-register with a version number. And as whats been previously
said, it is a repository, no advertising etc so don't see another
problem allowing for the 1.0 projects.
