Request for testing pull #1261

Hi all,
I've opened a month ago this pull request [1] to add two methods in
database driver to be able to create a new database and alter it's
charset, in an database's independently manner.
Tests are also included.
Please check code and tests and, if it's possible, merge it to have
this code available on cms 3.0 , in which is included PostgreSQL's
driver too.
