Go to the following page:
http://developer.joomla.org/getting-started.html

at the bottom, look for the "The general steps for contributing to the
Joomla! Platform are as follow." heading.

That section should get you the information that you need.

hello... evry one ... this is newbie for joomla and .. have some problem wirh toolbar.. in component

i have created using JToolBarHelper method and its showing fine in admin but i dont know how to onpen new penal when click on the save or close button
