Is there any code in the Joomla! core that would cause a user, once
registered and activated, to be blocked on the front end? (the user is
not blocked by the administrator in the back end)

Not that I can think of.  Other than misspelling/mistyping login credentials.

But does a certain number of tries (with a misspelled/mistyped login)
cause a block?

No, sadly that isn't a feature of Joomla.  Is it possible you may have disabled the authentication or user plugins?
