Will themes be radically changed? I know that between 1.0x and 1.5 it
was very easy to do it I was not sure if it would be the same or
similar between 1.5 and 1.6. Thanks!

Templates will only change so far as that we have a new core output. But
templates and the way that they are coded are identical to 1.5

so one would not need to "recode" a template to work for 1.6 if it
works for 1.5 like you had to do with 1.0.x and 1.5?

It depends on how your template is set up. But there will be a core
set of overrides to mimic 1.5 output.

1.6 will have new core output, which is table free, so you have to
modify your CSS to use the new elements instead of the old tables. But
besides that, templates are identical to 1.5.
