dear friends,
our chevra kadisha in pittsburgh, the new community chevra kadisha, is a community chevra, not affiliated with any synagogue or institution.  we would like to become a not-for-profit.  have any of the other community chevra gone down this road?  we would appreciate any suggestions, help, advice, etc.

In RI or Mass (Where I have lived) all non-profits have to start w incorporation at state level first,
but you want to get info about federal religious-non-profit incorporation rules to make sure you set up your group to meet both sets of standard rules.
I did the Mikvah here, and I am not a lawyer. Both government people and other community groups helped w info. I talked to a few old timers, who helped set up the school and another group.
We got bi-laws of another religious group in our state as a model for our bi-laws.
To apply, I think you need to define your purpose, (keep it simple), identify actual names for like four positions, President, Sect & Treasurer, and "agent", and to chose a date for your annual meeting, such as 3rd Wednesday of January. (Can NOT be a Sunday).
How you write your bi-laws, will determine size of your board and similar.  I recommend- do NOT cut corners- deciding to figure some stuff out later. Clarity now will save trouble later. 
Make sure you pick an name no one else is using (and preferably that isn't easily confused w a similar name)
Plus have a separate bank account and keep records properly. 

Protect your hard work. Don't leave any openings for someone who has "issues" to use to cause trouble.  Unfortunately those things can happen.

I might try to find a lawyer from one of the local Shuls for some expert advice regarding your jurisdiction's specifics,but for some general guidelines and possible starting point for paperwork, you could try nolo press:

I also think the jewish-funerals website has a number of CK articles that may help with some wording of by-laws, etc.
