can't disable security

Since upgrading jenkins to 1.427, I can no longer disable the security
settings via config.xml. Specifically, I'm stopping the service (this
is on a windows box), setting the useSecurity property in config.xml
to false and bringing the service back up. Yet, I'm still greeted by a
pared down jenkins and a 'log in' option in the toolbar.

Is there something else which might be affecting this setting?

I'm seeing this also, with jenkins 1.428 on a Windows 7 system. The
workaround is precisely what I'm trying, and it doesn't work. I've
checked the config.xml and restarted Jenkins multiple times to no
effect.

I ran into these same issues after updating to Jenkins 1.428 on Ubuntu
server 10.10.

I created the following ticket for this:
