pull request for port-allocator-plugin

Hi!

I've extended the port-allocator-plugin and would like to contribute the changes.

Here I've made a pull request: https://github.com/jenkinsci/port-allocator-plugin/pull/1

The plugin source is currently hosted in svn, so I suppose that the build should be reconfigured to use the git repo and the svn repo can be deleted right after. I do not have any access to anywhere yet so I'm asking someone who has, to merge my changes, and make the move, or tell me if I'm missing something!

Original maintainers of the plugin were ramapulavarthi and koshuke

(I've contacted ramapulavarthi, but he is not active any more, so I've implemented the feature we needed, and made this pull request.)
