Building core with tests solved the issue.

The dependency does seem to be there:

https://oss.sonatype.org/content/repositories/snapshots/org/jclouds/jclouds-core/1.6.0-SNAPSHOT/jclouds-core-1.6.0-20121029.181219-57-tests.jar

Can you try again with "-u" in order to force plugin updates [1]? Or
perhaps your proxy is not picking up the change?
