Jbase web builder install error

Hi,
I'm attempting to install jbase web builder version 3.4.4 on jbase win
4.0.7.3 for windows server 2003 sp2 and I get the following error
during install.
'install was unable to cope the ISAPI dll to c:/inetpub/scripts/
wbadmin.dll. You must stop and restart web services as the file is
locked'
I expect to see wbadmin.dll file in my scripts folder after install
but hasn't been created, I tried restarting iis but error continues.
Has anyone ever encountered this before?

If file didn't appear then maybe you don't have sufficient rights to
proceed?

can you stop the web services before trying to install.It may be locked by a process
