Below is the Direct Client Requirement in Washington DC :

 

Title : System Analyst

Job responsibilities would include:

1. Analyze, document, and extract business rules from application specifications and logic.

2. Document load of business rules to the BRE.

3.  Analyze and document requirements in Workflow.

4. Analyze and document system requirements for FEP Local Thin functionality and data flows between the ESB, external systems, hosted applications and data stores.

5. Participate in meetings and brainstorming sessions

Projected Level of Effort

1.      40 hr/wk from July 07, 2008 through January 28, 2009 with possible follow-on work. The dates provided are anticipated dates of assignment and that the assignment may be terminated by FEP CareFirst at any time, with or without notice. 

2.      Two Consultants.

Skills/Qualifications (preferences are in bold)

1.      Bachelors degree
2.      Healthcare Industry experience
3.      HIPAA transactions
4.      Experience working with Business Process Modeling
5.      At least 2 - 3 years  business analyst experience in Java, MQ, DB2, and other distributed platform tools
6.      Experience with 'Business Rules Engine' and Workflow concept and/or use of tools 
7.      Excellent Analytical, communication skills
8.      Must be attentive to detail, highly-organized, and able to multi-task.
9.      Ability to work independently and meet deadlines
10.     TIBCO experience helpful.

ABOUT THE CLIENT:

The customer is moving its FEP claims processing system from a mainframe application to a hosted environment.  There will be interface/touch points with at least three key systems in an ESB (Enterprise Service Bus) environment with MQ connectivity.

Under the supervision of a Manager in FEP Program Administration and collaboration with project managers, other system analysts and developers - analyze, document system requirements for a BRE (Business Rules Engine), and Workflow.  Create requirements to access and interpret data in an ESB environment, and document IAD (Interface Agreement Documentation) to ODS (Operational Data Store).
