La classe dirigente degli Stati Uniti è oggi dominata da un gruppo
neo-conservatore di circa 200 persone che condividono l'obbiettivo
comune di imporre sul mondo il potere militare statunitense. Questo
Global Dominance Group (Gruppo per il dominio Globale), in cooperazione
con le maggiori industrie di appalti militari, è diventato una potente
forza nei processi di unilateralismo militare e nelle faccende
politiche americane.
Una lunga serie di ricerche sociologiche, documenta l'esistenza di una
classe dirigente predominante negli Stati Uniti che stabilisce le linee
politiche nazionali e ne determina le priorità. C. Wright Mills, nel
suo libro del 1956 sull'elite al potere, ha documentato come la Seconda
Guerra Mondiale abbia condensato una terna di poteri degli Stati Uniti,
costituita dalle elite aziendali, militari e governative, in una
struttura di potere centralizzata, che agisce all'unisono attraverso
"alti circoli" di contatto e consenso.

I Neo-conservatori che promuovono il controllo militare mondiale da
parte degli Stati Uniti sono adesso nelle posizioni politiche di
comando, tramite questi alti circoli. Il magazine Adbusters ha
riassunto le posizioni neo-conservatrici come: "La convinzione che la
Democrazia , anche se difettosa, è difesa al meglio da un popolo
ignorante gonfiato di nazionalismo e religione. Solo uno stato
nazionalista militante può impedire l'aggressione umana. Un tale
nazionalismo richiede una minaccia esterna e se questa non c'è la si
deve fabbricare."
Nel 1992, durante il primo mandato di Bush, Dick Cheney appoggiò Lewis
Libby e Paul Wolfowitz che produssero la relazione "Guida alla
Pianificazione della Difesa" ("Defense Planning Guidance"), che
propugnava il dominio militare degli Stati Uniti sul mondo all'interno
di un "nuovo ordine". La relazione chiedeva che gli Stati Uniti
accrescessero la superiorità militare e che prevenissero il sorgere di
nuovi rivali a sfidarli sul palcoscenico mondiale.

Al termine dell'amministrazione Clinton, i propugnatori del dominio
globale diedero vita al Progetto per un Nuovo Secolo Americano -
Project for a New American Century (PNAC). Tra i fondatori del PNAC
c'erano otto persone affiliate con il primo fornitore della difesa,
Lockheed-Martin, e altri sette collegati al terzo fornitore, Northrop
Grumman. Dei venticinque fondatori del PNAC, dodici furono in seguito
nominati a posizioni di alto livello all'interno dell'amministrazione
Bush.
Nel settembre del 2000, il PNAC produsse una relazione di 76 pagine dal
titolo Rebuilding America's Defenses: Strategy, Forces and Resources
for a New Century. La relazione, analoga a quella del 1992, richiedeva
la protezione della Casa Americana, l'abilità di intraprendere più
teatri di guerra simultanei, l'assunzione di ruoli di polizia globali,
e il controllo dello spazio e dell'informazione elettronica
(cyberspace). Affermava che gli anni '90 erano stati una decade di
trascuratezza verso la difesa e che gli USA dovevano aumentare le spese
militari per conservare la leadership geopolitica Americana nel ruolo
di superpotenza mondiale. La relazione riconosceva inoltre che: "il
processo di trasformazione sarà probabilmente lungo, in assenza di
qualche evento catastrofico e catalizzante quale una nuova Pearl
Harbor". Gli eventi dell'11 settembre 2001 sono stati esattamente la
catastrofe che gli autori di Rebuilding America' Defenses teorizzavano
essere necessari per accelerare un programma di dominio globale. La
permanente guerra al terrore che ne è risultata ha condotto a massicce
spese per la difesa da parte del governo, l'invasione di due nazioni, e
minacce ad altre tre, e la rapida accelerazione dei piani
neo-conservatori per il controllo militare del mondo.

Oggi gli Stati Uniti spendono per la difesa quanto tutto il resto del
mondo assieme. Il budget del Pentagono per acquistare nuovi armamenti
è cresciuto da 61 miliardi di dollari del 2001 a più di 80 miliardi
nel 2004. Nello stesso periodo, le vendite della Lockheed Martin sono
aumentate di oltre il 30%, con decine di miliardi di dollari nel
registro ordini degli acquisti futuri. Dal 2000 al 2004, il valore
delle azioni Lockheed Martin è salito del 300%. La Northrup-Grumann ha
subito una crescita analoga con i contratti del Dipartimento per la
Difesa lievitati da $3.2 miliardi di dollari nel 2001 fino agli 11,1
miliardi del 2004. La Halliburton , di cui Dick Cheney è stato CEO in
precedenza, aveva contratti con la difesa per 427 milioni nel 2001. Nel
2003, il valore dei contratti era salito a 4.3 miliardi, e di questi
circa un terzo sono stati assegnati senza gara d'appalto.
Oggi, all'inizio del 2006 l 'agenda del Global Dominance Group è ben
introdotta all'interno degli alti circoli politici e resa operativa in
modo astuto all'interno del Governo USA. Lavorano mano nella mano con i
fornitori della difesa, promuovendo lo spiegarsi delle forze militari
su oltre 700 basi su tutto il globo.
C'è una differenza importante tra l'auto-difesa dai pericoli esterni e
la convinzione nel controllo totale del mondo. Se glielo si chiede, la
maggioranza delle persone in USA ha seri dubbi sull'accettabilità
morale e pratica di finanziare la dominazione del mondo.
