layer trasparente ai click ma non agli occhi

Ciao

scenario: un layer di base con un link html. Un layer sovrapposto a
quello di base, quindi in evidenza, senza alcun link.

Immaginiamo quindi una pagina con una immagine cliccabile. Su questa
c'è un layer dhtml che "copre" tale immagine.
Pur avendo il layer sopra, posso fare in modo che cliccando, io stia
in effetti cliccando il layer sotto?

Una sorta di layer "trasparente" ai click ma non trasparente per gli
occhi.
