Is there an iPhone simulator/tester available for Microsoft Windows?
How about for a Mac Emulator running Safari 3 I think it's Mac OS X Leopard 10.5.4

Not for Windows
For Mac there is a simulator. You need to signup download the
developer tools XCode etc.
