There doesn't seem to be a way to open a new window from a dropdown
menu.
You can open a new window from other kinds of controls, though, by
specifying a post action. Instead of having a dropdown menu, you could
have a set of buttons, each opening a different secondary window.
(That takes up more space on the screen, though.)
