I tried checking all the setting on both of my computers ( environment
variables) , all match but it does not works on VISTA. Also i tried
making changes to the apache conf file but the system does not allows
that.

Kanchan,

It sounds like you might have the TPP build available from the ISB's Seattle
Proteome Center because you are trying to connect to port 1441.  I am not
sure how to get their build to run on Vista, but if you download IPP (
http://www.insilicos.com/IPP_download.html) and follow the Vista
installation instructions (
http://www.insilicos.com/IPP_Vista_Instructions.pdf<http:%E2%80%8B/%E2%80%8B/%E2%80%8Bwww.insilicos.com/%E2%80%8B%E2%80%8BIPP_Vista_Instructions.pdf>)
you should be ready to analyze data soon.
hope this helps,
