I have made the top level iao have just metadata and imports and moved
the class and property definitions to iao-main.owl
This based on a request that there be a way to import iao without
pulling in the obsolete classes. To do so one can import
http://purl.obolibrary.org/obo/iao/dev/iao-main.owl

We should:
1/ add a readme explaining what each file is
2/ be sure we maintain the various versions

Won't be a problem to maintain iao-main, since all editing needs to
happen there now. Another thing to do - mention that people should set
that as active ontology when they edit.

The readme could be on the wiki and symbolic-linked into the
directory, since wiki is maintained in the svn too.
