This is now resolved by installing bingo dll to the oracle home.

On our tests machines we are installing bingo to the other directory,
not to the oracle home. This means that it is possible to install it
somewhere else. We could help you to find the issue, why bingo is not
loading from the other directory. But if your solution suits you well
then it is ok.
PS: I do not why your first message didn't appear in this Google
Group. After that the message ordering is a little bit confusing in
this thread.
