Its not Cassia fistula. I herewith attached the same from Sathyamangalam Ghats.

Shantanu ji, I also think it is not Cassia fistula as in C.fistula the leaves are little longer than this and flowers are also little different.  I am sending a picture of C.fistula grown by me.

It is not a C. fistula. Some other sp., may be Cassia surattensis
( C.glauca)

  Also Cassia fistula [the Indian Laburnum, Bahava, Amaltas] flowers at the height of the dry summer months [ie. late April and May] and not now during the rainy season.

 Forgot to mention that people who plant a Cassia fistula tree in the centre of their lawns and expect it to flower in summer, are solely disappointed because the moisture from watering the lawn is a deterrent to the tree to flower.

It also requires lots of sunshine.  I planted a tree in a shady area 8 years ago, the tree has not yet flowered I think because of the two huge  bottle palms and a gulmohar near it.

This is not Cassia fistula, it is a shrub which belongs to cassia species.
 The trees, usually do not require watering after three-four years, if watered like shrubs they do not flower at all.
