Yes the flowers are very small. 1-2 cm. I saw two plants near the marshy patch on Vetal tekdi.
From distance I could make out the bright colour amongst the huge growing grasses and initially thought it to be some Cyanotis. But I could unfold the beauty only on closer look and Macro photography.

'Exacum petiolare' is called 'Nili Chirayat' 'निळी चिरायत' in Marathi.

To me it appears to be Exacum pedunculatum L. as per images herein.
