This is Thevetia peruviana, commonly called "Yellow Oleander" in USA. It is not a true oleander (Nerium oleander), but it shares the same toxic properties of that plant. Use with caution around young children; the large woody seeds, while decorative, can be put in the mouths of curious kids, with tragic results. Flowers are most commonly yellow here, though apricot-colored form (pictured) and white forms also exist.
