Do you want to put a smaller version of the page on the page? I'm not sure why you want to convert text to TIFFs. You can export the page to PDF, import it, resize it, and retain all the sharpness of the original. Or you can import one ID file into another, which has the same result as importing a PDF.
Otherwise just export the page to either JPEG or PDF, then use Photoshop to change to TIFF.

If you want to use TIFF in the end, DO NOT export in JPEG.
JPEG would introduce artifacts (making the text less crisp and making TIFF
compression less efficient), and they will survive when saving in TIFF.
If the plan is using a lossless format (like TIFF), it's better avoiding any
lossy format (like JPG) in the workflow.
As per Kathleen original question, I'd need to better understand what she
want to accomplish, before giving advice.
I'm trying to figure out an alternative to ID TOC text which contain leaders. Leaders can not be read by screenreaers for Accessibility screenreaders.
So my current options are:
1. save the text blocks out as tiffs (though I don't yet know how) and then reimport tifs back into ID, keeping live text on a hidden layer. Once I have tifs in ID cs5.5 I can tag <Figure> and add all the TOC without leaders as Alt Text for the Figure.
2. I'm not sure if I can do this but another option might be, in Acrobat X put the entire TOC into a <Span> tag then Alt text the <Span> with leaderless TOC text.

Hmm, w/o scripting, the best work-around I can think of would be:
- move all text frames to their own layer
- hide / delete all other layers
- export the document to .tiffs
- open the original document and delete the text layer
- create a new empty layer
- place the .tiffs on the new layer

Select the text in the ToC with the text tool.
Open Tabs panel
Click on the Tab stop for the page numbers.
In the small box in the middle of the ruler will be either an ellipsis character or a period. Delete it. That will remove the dot leaders.

Kathleen, you're making waaaay too much work for yourself, you're adding lot's of unnecessary size to the file, and you're throwing something (those TIFFs) into the layout that will just gum up things later when you want to revise the document.
Read my previous reply. You can get rid of the leaders in less than a minute from within ID without going to the rigmarole of TIFF-ifying the ToC, of detouring into Illustrator or Photoshop, or anything else.
I wish this was easy but it's not.
I really appreciate you support, Michael.

This is what I would do to obtain (in the end) a TIF from ID.
- Exporting as PDF wouldn't lose quality in text (as opposed to exporting
JPG)
- Importing PDF into PSD let you choose the resolution
- Saving as TIF from PSD allows you to choose compression (usually advised);
if the text is on a white (or uniform) background, LZW compression should be
the best.
Still, I can't understand your need of a bitmap image in place of "live"
text... :-?
(maybe because I don't know what "leaders" are)
It can be imperfect under certain conditions, particularly if you've modified default styles differently in your source InDesign document from your application defaults, but you might give it a whirl.

But your copy/paste into PSD works even better.
Unfortunate the TOC on half the pages contains a PMS 307 color and black text; this is a 2-color job.
And I don't know if it is possible to create a spot-color and black for different parts of the text.

Still I'm sorry I never figured out a way to export 2 color text. But the copy and paste into Ai or PSD and exporting as tifs worked perfectly for CYMK, RGB, Bitmap or Grayscale, so I learned something new. Although the files ended up too big for my taste.
Thanks for all the clever ideas. You are all no smart.

When the background is uniform, compressed TIFs should be fairly small
(being them CMYK, RGB or GS - bitmap should be even smaller).
Mhhh... I found something interesting - or disturbing. :-/
Just for a check, I saved a full-text A4 page at 300 dpi, in TIF bitmap LZW
compressed (with no icon or preview), using PS CS3: I got a file 880KB in
size, really too big! (its uncompressed size being 1017KB).
SInce I remember getting much smaller size in the past, I tried saving the
same file using PS6 (I still have Classic available): now the same page went
down to 228KB! One fourth!!! :-o
So it looks like recent PS versions add "something" to the file, making it
much bigger than necessary.
I wonder why PS "inflates" those files, e what the heck is put inside... :-/

Not just PhotoShop, but Illustrator as well.
Metadata in an XML wrapper, &c.
I'm forced to keep a variety of other tools handy (Graphic Converter, Macromedia FreeHand...) to re-save graphic files which will be placed multiple times in our batch pagination systems so as to be able to get them down to a reasonable size.

Yes, usually every new program version has a bigger file size (not always,
though: I remember FH9 having a file size somewhat smaller than before), and
I think it's mainly because their format become more complex.
But that's for proprietary formats: I thought TIFF was just TIFF (a standard
format defined long ago), so it would remain the same size...
not true. :-/
I couldn't get my filters to work correctly, so I then tried MailForge
and MailSmith.
I wasn't happy with either of those, so I went back to the Eudora OSE.
However, I am still having problems with filters, and I find the
hierarchical structure to be confusing.
For example, each personality can have a "Trash" or so it seems.
The Eudora OSE documentation is online and integrated with the Mozilla
site, so this can be confusing.
Anyone who has made this transfer and any suggestions?
Thank you.
'For users of Eudora OSE, this means that the Eudora importers will not function under 10.7 either, as part of the import process involves running a Eudora "Exporter" which is based upon Classic Eudora and will not run under 10.7.'

I had such horrendous problems trying to stick with Eudora
that I'm fairly amazed that anyone managed to do that.
Fortunately I forget what it was that made me so determined
to keep using it - something with mailboxes and filtering
I suppose, though I'm really not sure - but whatever it was,
Apple Mail is doing the job for me now so I don't miss Eudora
anymore.

My filters are working OK in Eudora OSE (Windows).
By personality I assume you mean account. The hierarchy in my left pane has:
Trash
account1
account2
Click on account 1or account2 and you see the Trash for each. Click on
Trash and you see both.
This works for Inbox, Drafts, Sent, Archives and presumably Outbox. I
don't us Outbox.
The documentation is very limited. The biggest issue I have is the lack
of a simple export/import of mail. In Windows the mail is in folders
normally inaccessible without admin access.
