This observation by Everett:

http://www.inaturalist.org/observations/74829

has an ID that I agreed upon, and it is still marked as casual.
Meanwhile, other observations with just one person agreeing seem to be
marked as research grade. The observation isn't tagged as being in
the wrong place or not native/naturalized, so I'm just wondering if it
is a bug or if the rules have been changed.

I think as iNat grows it may make sense at some point to require more
agreed IDs to make an observation research grade, but in this case,
I'm thinking there may be a bug instead.

Hey Charlie,

The linked observation doesn't include a date, which I believe is necessary for a research designation.

hmm... it says added may 12 but I guess Everett didn't specify the
date observed. That makes sense...
