States are not validated against countries in administrative console

When you specify "la-la" as State and "United States" as Country while adding new user into administrative console, then no error is raised. When you try to register on front-end then invalid state will be reported as error. We need to review all other places, where you enter countries and states. General approach for fixing would be to move validation to OnBefore... events from OnCreate/OnUpdate events.

Yes, this is true - we should doing this in the same release were we
are re-factoring Countries/States - 5.1.0.

Also, we need to make sure we can keep supporting ability to
match/understand State/Province abbreviations, like IL so it's
properly saved anyway (works this way now on the Front End).

If we are refactoring here, then I propose to move all direct sqls to CountryStates table to helper, that we have already by the way.

I see no problem with - only advantages

Can you use the same task you are using for Country/State?
