Method "kMultilanguageHelper::getLanguageCount" always executes sql queries, however could use cached value set in constructor.

Let's do this improvement in 5.1.0 along with ability to store it Cache?

Here is the task: http://tracker.in-portal.org/view.php?id=649 . I've scheduled it for 5.0.4 since it's a small optimization that fits into bugfix release type.
