Debugger option "DBG_RAISE_ON_WARNINGS" doesn't work as expected

Debugger option "DBG_RAISE_ON_WARNINGS" should open debugger automatically only in case if there are some kind of errors (notices, warnings or worse) during script execution. But when turned on this option always open debugger at the end of script run.
