Session expiration message for non logged-in users

When I open administrative console login screen and wait for an hour and then try to login I will get "Session Expired" message, but I even wasn't login at that time. I propose we don't show session expiration message in case if we could determine, that administrator wasn't even logged in (record in database found).

Agree - no need to show Session Expired if it hasn't been even started.
