OnAfterConfigRead doesn't execute for dynamically cloned configs

OnAfterConfigRead doesn't execute for those clones that were created from main prefix OnAfterConfigRead event. Attached patch fixes the issue.

Sergey, great work finding and helping with the fix!

While this might be a little too early since not everything is
finished yet I still find it quite important for all fellow In-Portal
developers who's on this list to read our newly published article on
participating in Development.

Again it's a first copy and not as pretty as it gets in the end, but
it's crucial that you see it now and let us know what you think and if
there are any questions or suggestions to make it easier. May be we
just missed something and it's actually important.
