We're trying to test our in-app payments integration with the sandbox. Our sandbox merchant account is a UK Google apps account.
Payment process (using fakes cards from https://developers.google.com/in-app-payments/docs/testing) works fine until the final step after clicking "Finish". We get a "Your purchase will complete in a moment" with 30-40s of inactivity until at last we see...
*Uh oh. There was a problem.
We couldn't complete your purchase because of a technical issue. * ...with no further information.
We've tried several buyer sandbox Google accounts (UK) which are totally unrelated to the Google merchant account. Have tried a variety of (http + https) postback URLs in the sandbox settings and we see no evidence of Google hitting our severs. Have also logged into https://sandbox.google.com/checkout/main on buyer account. All orders show as canceled with no further information.
Looking at this forum there seem to have been several problems with sandbox availability over the last few months, is anything up now??
Unsure if you're still having issues - but yes, the sandbox is working (I just tried).....
Have you tried creating a US sandbox *merchant* account? Since In App Payments is only for US at this time, it may (I don't know, only a Googler can answer definitively) be part of, if not the, issue.....

Thanks Ed, we continued to have the same issue with sandbox yesterday so we switched to production credentials. Everything worked fined after that, although we had to pay to test our integration which was nice.
However testing again now every seems to be working on the sandbox. Very mysterious.
