What is different between weedout,withdraw and write off....

Weeding out is like cleaning the garden and keeping the weeds aside. Here the unwanted library material is kept aside till the decision on the same is taken.
Withdrawal is withdrawing and taking the books out of collection. Here the processes of weeding out, passing the material for withdrawal in lib committee and procedure of writing off the books  is already taken place. After stock taking, the list of the books lost and price collected, missing books for 3 consequetive years are listed with their price and passed in the library committee as allowed to be not accounted or lost forever from the library. This is writing off. After the material is written off, it can be withdrawn forever from the library.
