Businesses please limit your response to Iowa related activities. Academics limit yourself to one or two things of wonderfulness. A maximum of a couple of lines, unless its really, really good. This will be the standard 1 meter resolution color, leaf-on (summer) imagery. In addition, we will have the opportunity to buy-up to 4-band imagery for the first time. What that means is there will be a fourth band, near-infrared as well as the standard red, green, and blue bands. We've never had the near-IR band for NAIP, so it should help a lot with vegetation discrimination when we do land cover mapping. It also means the product will be all digital instead of the scanned film that we usually get with NAIP for Iowa. So this will be a little sharper as well. The cost for the buy-up to 4-band is $91,117,000 which I think with enough partners should be doable, and not too burdensome for any. We can do it the same way with IGIC collecting the local partner money and DNR collecting the state partner money. We have to have our contract completed by the end of this January, so we will need to line up the partners in December/early January. Money won't need to change hands until Oct/Nov of 2010 when the first products get delivered.

However, the state program has a buy-up program for 1' and 6" spring time ortho-imagery. What we'd like to do is apply for some of the USGS stimulus money to help any organizations purchase buy-ups of county or larger areas. DNR will apply for the grant, make agreements with the purchasing organization, and pay them a certain amount from the grant when the 1 ft imagery is delivered. To make this easy for us to administer the grant, I think we will just have a flat amount per county that we will pass back to the purchasing organization. Imagery acquired with this assistance will be delivered to USGS and become public data.
