If anyone could help...I am trying to merge to polygon files into one. I
have tried append, merge, and union and they all are not working. Any
advice?

Start an editing session, select both parcels, on the Editor toolbar
pull down the Editor dropdown and select merge.  ArcGIS will prompt you
about which attributes you want to keep.

Ok it if that is what you want.  Then the adjacent parcel lines will
disappear.

Is that what you wanted?  Or are there two separate shapefiles in
different locations??

Are the coordinate systems different for each of the two polygon files
or are you working in a data frame that does not have a valid
projection?   This can cause an issue with some of the geoprocessing
tools.

Also, are these polygon files .shp, or geodatabase? If the later then
what type of GDB?

If the files have the same attribute fields i.e. two counties then you
should be able to use merge to create a new file or append to add the
contents of the one to the other.
