WSIS Forum 2026: From Dialogue to Delivery

The WSIS Forum 2026, the first edition since the WSIS+20 Review, concluded
today in Geneva after five days of high-level dialogue, action-line
meetings, and landmark ceremonies. The Forum carried a single, unmistakable
message: the time for commitments has passed, and the decade of
implementation has begun. Egypt's Chair distilled the week into five
priorities, and the Forum closed with a call to turn dialogue into delivery.

The first Forum since the WSIS+20 Review carried a single, unmistakable
message: the time for commitments has passed, and the decade of
implementation has begun.
Across the week, a few big ideas kept surfacing. Inclusion emerged as the
true measure of progress. Connectivity alone is not enough; people need
affordable access, digital skills, relevant content, and safe online
spaces. Youth demanded genuine partnership rather than token seats, and
speakers insisted women and girls belong in the rooms where AI and data
standards are set.
Artificial intelligence dominated discussions, but with a development lens.
Leaders pushed for interoperable systems rather than identical ones, warned
of a widening AI divide as infrastructure funding concentrates in a few
private firms, and championed local languages, regional data, and
human-centered design. The financing challenge was made concrete: a $2.66
trillion investment gap, met by early pledges including Microsoft's $50
billion for AI in the Global South.
Above all, the Forum embraced a new metric of success: not technology
deployed but lives improved.
Takeaways from the Chair's Summary
Egypt's Chair distilled the week into five priorities: digital inclusion as
the central goal, AI in service of development, digital finance as a tool
for opportunity, youth as partners, and closing the gender divide. He
called for better measurement of real-world impact and pointed to the WSIS
Prizes, 18 winners from 1,595 submissions across 122 countries, as proof
the Action Lines deliver.
Carrying WSIS through the year
The Forum's worth will be proven between now and 2027. Road maps,
indicators, pledges, and toolkits must become services, skills, and jobs.
WSIS stays relevant because it brings people together; it stays powerful
only if that togetherness turns into action. The year ahead is where
dialogue becomes delivery.

Dear DDHT members
I will request IGF Secretariat to archive DDHT v.0 in April of 2027. The AR
for 2026 would have been posted by that time. I will remain Chair until
said time.
I will request that a new active version of DDHT v1 to be then applied to
the website under the new name proposed by Amado. This new name is relevant
to the current times as we see the evolution of AI. Ref federated AI plus
noted above.
Members have requested that the existing book be carried over. Think of a
new name for 2027? Let Amado know. You can vote on this.
Interim Co Chairs Amado and Jorn and VC Joao will then have a new web
canvas page to work with. You can go with the recommended leadership or
re-organize as you wish with new TOR. You can populate the webpage, a new
one and update the DC mandate as you see fit for a new vision.
We will archive the Google Groups list as it is based out of Toronto
Canada. Use the already newly created IGF list and move all existing
members over. Old stakeholders may want to be more active in the new. Old
members don't have to sign up again. Members seem to have group private
lists that are not under the domain of the main list. Your choosing.
Think about the above and have your say in 2027.
We have come along way. I remember signing the pattern based methodology
statement organized by Robert Guerra of then CPSR, that founded the joint
agreement on the methodology for AI pattern development. Now we move to
Federated AI an evolution. I think of my old tutor Roger Baily at Imperial
College UK who pioneered and advocated distributed systems, which is only
now coming of age in AI. The UK AI was already part of government systems
in the early 90s and my professor for AI already working on these projects
and including all of us.
It has been an amazing 30 years of development. I was an active contributor
to Pew and Elon University social responsibulty research projects through
the years. Those predictions for the future are manifesting!
Now we commence a much deeper level with an extensive ecosystem of systems
and a variety of connected technologies....quality and relevance still key
outcomes to preserve.
Leave no one behind...
The individual patient needs an advocate in these complex times.
This is where we started with the pledge to the parient and citizen, and
where ever you may go don't forget where we started and remember the
patients issues....

Please proceed to develop. Rodrigo is available soon. Please connect with
him privately and get it all written up. Also consult Jorn as a specialist
expert. Joao if he has time can also join the proposal design group as a
clinician. Consult Amado for his wisdom pf experience!
Get this populated to the form by 23 July. I know you have worked for the
African Union. Put this in. Put in your 5 names for starters with bios and
then put tba so more persons can be added in later. Put my name in as well
as it shows my approval, bio just chair DDHT. We tend to save 5 mins for
any member to intervene if time permits at the end.
This DC may have multiple proposals this year. One from Yao and June and
another from our member Suzannne where we collaborate with DCAD. IGF may
ask us to merge the proposals. As such keep this in mind when designing the
format of the session so there can be inclusion.
