ibm_db_sa with SQLAlchemy 0.6+ - ibm_db_sa-0.2.0

Hello,

I've applied the patches available for ibm_db_sa v2.0 and have edited the setup.py file for appropriate conformity for SQLAlchemy 0.6.0 and above. Attached is the file that might be useful to the community.

The patches were written by Jazle and were available here

I have tested the attached package with SQLAlchemy 0.7.8. It works. But it might be in need of lots more testing to iron out bugs. Thanks.
