IWAB0054E Web project URL for deployment of Web service is not set in AxisDeployCommand

Background:
Approach: Top-down, WSDL-to-Java Web Service
Server Instance: WebSphere Application Server 6.1
Web Service Runtime: Apache Axis
IDE: RAD 7.0

I get the above pop-up message when trying to deploy a web service using the above settings. Any suggestions on how to resolve this issue?

Everything appears to work until I get to the "Start" phase of creating the service. (I tested the other phases one by one, and get no errors until I set the slider position to "Start".)

Incidentally, I tried using WebSphere JAX-RPC and got a different message alotgether, an "illegal StubWriter for null." I've searched online but have not found a solution for either.

Any help would be appreciated. Thanks in advance!

Some further information:

The Apache Axis Wsdl2Java command generates the deploy.wsdd at the same time as the stubs, which is used to deploy the web service. While RAD/Axis does generate the files in my scenario, none of the services are listed in the generated file - though it names the service in a comment. Is there a known issue with either RAD/Eclipse or Axis that would cause an empty .wsdd file to be created? Is there a configuration I am missing?
