Portal 6.1 Portlet install and update ERROR

When I try to install a new portlet or update a portlet in our test portal it gives below atteched errors.
I tried lots of things but nothing changed.
What must I do to resolve this problem?

com.ibm.portal.WpsException: EJPAQ1319E: Cannot install the selected WAR file.
com.ibm.wps.command.CommandFailedException: EJPPD0015E: Portlet application manager failed when user uid=wpsadmin,cn=users,dc=halkbank,dc=com executed command InstallPortletApplication.

Hello,
I am getting a similar error when I install a portlet as an admin
user, any idea what should I do to repair it?
