The program will have to run from a command window on a computer with no internet connection. I think Visual Basic will be OK, although you'll get better speed with a compiled language like C or C++.

I have a plan for the hutter prize but am only familiar with ASP/PHP/CFML primarily

Is it possible to run a web server language with a desktop client to enter the competition?

I am also trying to learn Liberty basic and Visual Studio 2008 Express but this may take some time [I plan to study comp.sci and mathematics later]

If you could please let me know if a web-Desktop server for the above languages is allowed I would appreciate it.
