It is not part of hugin build, but of panotools.
cd <your-source-tree>
svn co https://panotools.svn.sourceforge.net/svnroot/panotools/trunk/Panotoo... Panotools-Script
cd Panotools-Script
perl Makefile.PL make
make
sudo make install
...
Now "pto_gen" should be under "/usr/local/bin"

This is a perl module, you could try the documentation with:
perldoc Panotools::Script
