After reading through the very minor problems reported with the RC1
installer I decided to release the 2009.02 installer, with the only
change being the release notes (those were not updated in the 2009.02
tarball).
I built a version without any control point generators, and one that
contains autopano-sift-c (version 2.5.1).
I uploaded both to Sourceforge, but I haven't found how I can make one
of these the standard download for windows users (big green button).
This is the first officially released windows installer since 0.7.
Now I have my codebase sort of up to date I expect getting a decent
installer out for 2009.04 will not nearly take as long. If there are
others with more programming knowledge and/or time on their hands who
would like to give that a try, don't hesitate to ask questions.
One caveat: I and others tested on windows XP and Vista, as far as I
know this has not been tested on Windows 7. Anyone here on that
platform yet?

Got the usual installer, new install on win7 32bit en and it runs. So far got some LDR panos readymade. For me it works.

I have problem with this version. The hungarian translations not fixed in this version, the fast preview status bar messages to long and some icons hidden, not clickable.

this is normal. the fix arrived after 2009.2.0 was released, and Allard's installer is built from the 2009.2 codeline [0]
If somebody wants to release an improved 2009.2, they have to backport the fixes to the 2009.2 codeline and then go through a full release cycle for 2009.2.1. Normally we do that for security issues. If somebody wants to do that for translations, they are welcome.
I personally would rather build (or wait for somebody else to build) from the 2009.4 codeline [1] or from trunk [2].
There are some possible workarounds, such as * edit the hu.po file in the {hugin install folder}/share folder (IIRC the folder's name correctly * use then English language version
