Can we use http requests and responses for a certain URL to generate a HAR file?

I mean , right now i have a url , e.g. http://www.newgrounds.com. AND i want to use some tool to download the resources from this url, during this process 
we will issue many http requests and receive many http responses, right? Is there any way to build a har file according to these requests and responses to 
generate a har file, which i can put into har_to_pagespeed to analysis? Thanks! More specifically, is there any C/C++ libs and APIs to do this job?

You could probably rig something up in PhantomJS for this.

PhantomJS bundles an example HAR builder - netsniff.js - from memory it's got some limitations but I can't remember what they are.
