HAR Timestamp format needs further specification

Hi, guys!

I wanted to flag an issue to your attention:

Per http://www.w3.org/TR/NOTE-datetime, any spec using the ISO8601 time format needs to specify the minimum and maximum number of digits of the fractional second. The HAR spec does not. Fiddler uses 7, but at least one web-based tool requires 3.

Can this get clarified in the HAR spec?
