MOU between Feds/OR for $1.9B?

Has anyone gotten their hands on the MOU (or whatever they may have called it) between the Feds and OR for the 1.9B? That is, I’m wondering what the Feds are going to hold OR to.

Dear HSCO Members,

Per CCOOregon: The following 11 CCO applicants have been provisionally certified for service in the regions listed below. Two CCOs have been listed for different areas within the metro area (FamilyCare, Inc: Clackamas, Marion (partial), Multnomah, Washington and Tri-County Medicaid Collaborative: Clackamas, Multnomah, Washington). Four applications were asked to resubmit their applications at a later date. Please see the full list below; more information can be found here: https://cco.health.oregon.gov/Pages/Home.aspx

The 11 applicants will move forward to contract negotiations as well as a review to ensure they meet the core certification criteria and CMS approval. Effective dates for each CCO will be available at the end of June, pending a readiness review by the Oregon Health Authority.
