Dagestan: Abduction of Zalbek Paizulaev

On  April 22, 2012, Ramzan Magomedovich Omarov informed the Human Rights Center “Memorial” that his cousin, Zalbek Magomed-Kamilovich  Paisulaev, born 1967, had been abducted in the city of Makhachkala, Republic of Dagestan.

On April 20, between 1 and 2 pm, Zalbek Paizulaev and his friend Gadzhimurad Musalov were at the mosque on Kolyshkina street. They left it, sat in Gadzhimurad's car and went in the direction of the market, but after 100 meters they got a flat tire.

Gadzhimurad got out of the car and begun examining the tire. At the same time Zalbek, who lives 200 meters from there, went home to find a spanner to remove the wheel. Suddenly Musalov heard Zalbek shouting and calling for help: “Gadzhimurad! Gadzhimurad!” He turned around and saw that Zalbek was surrounded by at least six people in black uniforms and masks. Nearby there were three cars (two black "Lada-Priora" without registration numbers and a grey VAZ-21014), which the aggressors came in. These unidentified people took Zalbek, put him in one of the "Lada-Priora" and went in the direction of Mayakovsky street. According to Gadzhimurad those people acted quickly and  smoothly -  the kidnapping was executed in a minute or two.   

Musalov immediately called Ramzan Omarov. They went to the administrative head of the Republic and to the department of the Ministry of Internal Affairs for Kirovskiy district in Makhachkala, where they filed a written statement.

On April 21, around 300 relatives of the kidnapped man gathered near the building of the local department of the Ministry of Internal Affairs. A receptionist got out, asked for Ramzan Omarov and lead him to deputy minister named Magomed. He listened to Ramzan and promised his help with the search. Afterwards, Paisulaev's relatives went home.   
In his declaration Ramzan Omarov asks the Human Rights Center “Memorial” to help him find Zalbek Paisulaev.
