Dagestan: Resident of Kizilyurt District Abducted before His Son's Eyes
On May 4, 2012 resident of the Zubutli-Miatli village of the Kizilyurt district of Dagestan Zukhra Mutaeva applied to Human Rights Center Memorial. She informed that on May 2, her husband Kamil' Mutaev, born 1976, was abducted. At 10 a.m. Kamil' together with his 11-year-old son Muradis and brother-in-law Shamil' Omarov came to the market in the town of Khasavyurt to buy an accumulator for a car. On their way back they took Shamil' home to the town of Kizilyurt. Than they called on Kamil's aunt who lives near Kizilyurt. They spent at the aunt's 15 minutes. When they were driving out of the court of the aunt's house Kamil's car was blocked by two Lada Priora cars. Some people wearing camouflage uniforms and masks got out of the cars. They knocked Kamil' down. Muradis wanted to get out of the car and help his father but the masked people pushed him back into the car. They made Kamil' sit in one of their cars and drove off in an unknown direction.
Zukhra applied to Kizilyurt GOVD and Kizilyurt inter-dictrict investigative department of the investigative board of the Investigative committee of RF in RD regarding the abduction of her husband.
Kamil' has five children, the youngest of which is two months old. He worked as a carpenter, made doors and window frames. The whereabouts of Kamil' are still unknown.
Zukhra wrote in the application that her husband had already been detained by law enforcement officers, taken to Kizilyurt GOVD, questioned and realesed earlier. The last time he was detained at the beginning of March 2012.
HRC Memorial wrote about the detention of Kamil' Mutaev that took place in June 2010, in Kizlyar, after the dispersion of the protest action provoked by a series of abductions occuring in spring of 2010. During the rally a scuffle between protesters and policemen began. One of the OMON officers was wounded in a leg. Mutaev was accused of wounding the officer. A charge was brought on the grounds of part 2 article 318 (use of violence against the represetative of authorities) and part 1 article 222 (illegal storage of weapons) of the Criminal Code of the Russian Federation. In December 2010, Mutaev got a suspended sentence of two years of imprisonment (see part "Abductions and disappearances of people.
