Did a Wanted Terrorist Carry Explosives Through the Posts of Ingushetia and Dagestan Easily?

On April 29, 2012, Dagestan residents Zaira Akaeva (23 years old) and Zalina Gabibulaeva (28 years old) were arrested at a checkpoint on the border of North Ossetia-Alania and Ingushetia. Referring to the Ministry of Internal Affairs of North Ossetia-Alania, the media reported that they had been detained in connection with the fact that an explosive was found inside the spare wheel in the car they were driving. According to the Ministry of Internal Affairs of North Ossetia-Alania, Zalina Gabibulaeva is a widow of the killed boevik and was wanted on suspicion of involvement in terrorist acts and its organization.

As it became known to Human Rights Centre "Memorial," the women were going to Kabardino-Balkaria to see the relatives of Rasul Kudaev (KBR resident, former Guantanamo prisoner, accused of an attack on Nalchik in October 2005, is contained in a Detention center-1 in Nalchik), whom Zalina Gabibulaeva recently married according to Sharia. She planned to obtain a permission of the Supreme Court of KBR for a civil marriage in accordance with Russian law.

On May 2, Zaira Akaeva’s father, Bege Akaev, a resident of Novokayakent village of Kayakent district of Dagestan, applied to HRC "Memorial" with a written statement. He said that he had learned about his daughter’s detention from television news. On April 29 at about 19:00 there was a call from an unknown number to his mobile, but Bege missed it. He called back, and it was Zaira who picked up. She said that the explosives were planted to them. After that, Zaira called her sister Zulfiya and asked to help her to find a lawyer.

Zaira’s relatives concluded an agreement with a lawyer M. Guchuchaliev. On May 1, at 2:30 pm, they came to Zaira’s place where she lived with Zalina Gabibulaeva to pick her stuff. Zulfiya and her brother saw four men in civilian clothes near the door of the apartment, who introduced themselves as community workers. Zulfiya started to knock at the door, and the workers asked her if she had the keys. She did not. One of the workers asked Zulfiya and her brother to introduce themselves. After a while they all went down into the yard. According to Bege, a worker approached him and asked him to show his documents, while he did not introduce himself. Bege showed the documents. After that he was invited to sit in a car, where one of the workers said that the Akaev’s house should be searched, so the presence of the hosts is needed. The son and the wife, accompanied by the workers, went home, and he stayed at the yard. Soon Zalina Gabibulaeva’s relatives arrived. The door of the apartment has been cracked under their consent, and a search began. Nothing illegal was found. The workers left after signing a protocol.

"Memorial" reported earlier that Zaira Akaeva was detained in 2010, as reported in the media, along with a group of female suicide bombers. Charges were brought against only one of the detainees - Zaira. She was charged with illegal possession of arms, and she got a suspended sentence. Zaira claimed that the gun which was found at her place was left after the death of her husband. What is surprising in the story of women’s detention, is the fact that being wanted Gabibulaeva continued to work for "Mustafa" Islamic shop and was going to marry Kudaev intending to obtain a permission of the Supreme Court of KBR, easily crossing many posts of Dagestan and Ingushetia.
