Chechnya: Law Enforcement Agencies Pronounce Dead a Missing
Girl
A criminal case has been opened under Article 105 “murder”
The Human Rights Center “Memorial” reported previously on the murder
of the girl Kheda (her name has been changed for security reasons)
by her relatives, which took place at the end of last year. Kheda
was the victim of a so-called 'honour killing'.

On February 16, 2012, we appealed to law enforcement agencies with a
statement. Having laid out all the facts known to us, we requested
that they check them and take measures to investigate the crime and
punish those responsible.
Not long ago, we received a reply from the Investigation Department
of the Investigative Committee of the Russian Federation in the
Republic of Chechnya (sent April 23). It stated that checks had
been carried out on the facts presented to them in our statement.
The intelligence that the girl was killed by distance relatives –
the Head of the District Administration and his brother, Head of a
police department in another district – was not confirmed.
The reply stated that on November 26, 2011, Kheda went missing and
that since then her whereabouts have remained unknown. On April 20,
2012, a criminal case was opened into the girl's disappearance,
under Part 1 Article 105 (murder) of the Criminal Code of the
Russian Federation.
Let us recall that on one day in the second half of November, 2011,
Kheda, a student, went to lectures in the city of Grozny. She did
not come home that day. Her concerned parents went to the police
department at which their distance relative worked. The following
day, Kheda returned home. It turned out that she had been in a
village in a neighbouring republic, with her fiance's relatives. On
her agreeing to marriage, her fiance had taken her to home to his
family.
The following day, her fiance's relatives sent Kheda home in a
taxi. They also asked her not to name them, promising that after
the “situation had been resolved”, they would ask her hand in
marriage officially.
After returning home, under pressure from her family, Kheda told
them what had happened. It was then that some distant relatives –
the Head of District Administration, and his brother, Head of a
police department in another district, got involved in the
situation. They took Kheda from her home on several occasions,
during which they beat her, insulted her and stated that she wanted
to leave to join the militants. On December 2, they forced her into
a car and took her away in an unknown direction. Ten minutes later
they threw Kheda's body out of the car at the gate to her home.
They strangled her with the scarf that was left around her neck.
