Ingushetia: Rustam Aushev Was Detained by FSS Officers

His whereabouts have still been unknown

On March 13, 2012 lawyer Magomed Gandaur-Egi applied to Human Rights Center Memorial in Nazran', Ingushetia. He asks to help him find his client Rustam Alikhanovich Aushev, dob 1988.

HRC Memorial reported earlier that on February 17, 2012, Ingushetia resident Rustam Aushev was abducted at the territory of a railway station in the town of Mineralnye Vody of Stavropol' krai supposedly by Federal Security Service (FSS) officers (http://www.memo.ru/eng/news/2012/02/22/2202121.html).

On March 6, Rustam's brother Akhmedkhan Aushev received a telegram signed by a senior special investigator of the Department of FSS of the Russian Federation in the Stavropol' krai, Kobeev. The telegram reads: "On 17.02.2012 resident of the Republic of Ingushetia Aushev Rustam Alikhanovich arrived at Mineralnye Vody by train Nazran'-Mineralnye Vody; at the platform he was detained by the officers of the Main Department of the Federal Security Service on the Republic of Ingushetia and on 17.02.2012 was taken away by the officers of the mentioned department about which there is a record at the board of Stavropol' krai and the Republic of Kabrdino-Balkaria. The file and the video-records were requested and sent to he Main Department of the Federal Security Service on the Republic of Ingushetia. From the telephone talk with the head of Federal Security Service in Ingushetia it's known that this citizen, dob 1988, resident of Nazran', is in their department and is being accused of [violating] articles 209 (banditry. - HRC Memorial's note), 210 (organization of a criminal association, community. - HRC Memorial's note) of the Criminal Code of the Russian Federation. Federal Security Service in Stavropol' krai is not interested in Aushev."

On March 7, lawyer Gandaur-Egi applied to the FSS department on Ingushetia in the town of Magas asking to let him meet his client. They refused him. An officer-on-duty at the check-point after having talked by phone with an officer of an investigative department said the lawyer that Rustam Aushev was not there and they did not know anything about the criminal proceedings opened against him.

The lawyer and relatives of Aushev fear for Rustam's safety. The lawyer asks to help defend his client's rights. As for March 13, the whereabouts of Aushev have been unknown.
